The Ministry of Finance has explained, Federal customers can make advance payments on contracts in the Federal law 44-FZ

Russia's Finance Ministry has issued a letter dated 16 March 2015 No. 02-03-09/13951 clarifying the exercise of the advance payments by recipients of Federal budget funds at the conclusion of contracts (state contracts) on delivery of goods, performance of works and rendering of services: recipients of Federal budget funds may establish in public contracts on works and services, including the provision of postal services, advance payments in the amount of up to 100% of the amount of the state contract, provided that the duration of execution of works or the provision of services under these contracts or stages of execution will not exceed one month.
