The resolution is applicable only for large purchases. Cases applying the rules customers regional and municipal level must be taken further at the regional and municipal level authorities respectively. Recommended in resolution values for them are: not less than 1 billion rubles (for the subject of the Russian Federation) and not less than 200 million rubles (for the municipality).
