Internship in the USA, March – April 2014.

“Procurement contract system improvement: international experience”


Internship session “Procurement contract system improvement: international experience” was held by the Public Procurement Institute from March 24 to April 5, 2014. The internship took place in Washington, D.C. and New-York City of the United States of America. 

The key event of the internship was a special seminar on the exchange of experience in the sphere of procurement with the representatives of the World Bank group. This seminar was held at the headquarters of the World Bank in Washington, D.C. with a television link to the offices of the World Bank in Moscow and Almaty. 

Representatives of different branches of the World Bank have presented reports and responded to the questions of the participants of the internship on the following aspects of procurement activities of the states, projects of which are financed at the expense of the World Bank group: 

  • legal regulation of procurement; 
  • procurement procedures in accordance with the Regulation on procurement of goods, works and non-consulting services and the Regulation on selection and employment of consultants; 
  • indicators of efficiency assessment of procurement; 
  • UNCITRAL Model law on public procurement; 
  • prevention and measures against fraud and corruption in the sphere of procurement, examples of procurement procedures held, system of sanctions of the World Bank; 
  • assessment by the World Bank of the Federal law N 44-FZ dated April 05, 2013 “On contract system in the sphere of procurement of goods, works and services for state and municipal needs” (hereinafter – Law N 44-FZ). 

In return reports on the basic provisions of the Law N 44-FZ and the Federal law N 223-FZ dated July 18, 2011 “On procurement of goods, works and services by certain types of legal entities” were presented during the seminar by the director of the Public Procurement Institute Andrey Khramkin, the deputy director of Public Procurement Institute Olga Vorobyova, the adviser to the director of the Public Procurement Institute Pavel Kornilov and the deputy head of the Expertise and consulting centre of the Public Procurement Institute Aleksandr Evstashenkov. 

The Public Procurement Institute appreciates the kindness of the World Bank group and the high substantial and organizational level of the seminar. 

Internship session included as well independent work in the Library of Congress of the United States the collection of which comprises scientific and practical publications from the majority of the countries of the world including the publications of authors of Public Procurement Institute. Participants of the internship registered in the Library and carried out applied-oriented studies on the examination of experience in state procurement in the United States of America and European countries. 

Additionally participants of the internship got acquainted with the operation of the Congress of the United States, the Supreme Court of the United States and the Headquarters of the United Nations Organization during this visit. 

In the spare time a cultural program was held including the city tour around Washington, D.C. and New-York City, the visit to the National September 11 Memorial, the Statue of Liberty, national museums as well as other memorial places. 

Educational events of the internship were held in English with a simultaneous translation into Russian.
