This collection contains reports from participants in the XIX All-Russian practical conference-seminar “State and municipal procurement-2024” (November 21–22, 2024, Moscow), organized by the Institute of Public Procurement. The annual conferences of the Institute of Public Procurement are aimed at summarizing the accumulated experience of specialists in the field of procurement, identifying problems of existing regulation and identifying ways to solve these problems. This collection contains the reports of the participants of the XVII All-Russian Conference-Seminar "Public and Municipal Procurement-2022" (October 27–28, 2022, Moscow) organized by the Institute of Public Procurement. Annual conferences of the Institute of Public Procurement are aimed to summarize the experience of experts in procurement, identify problems of the existing legislation and identify ways of solving these problems. This publication is developed as a methodological material for students of advanced training courses, professional retraining and seminars on procurement issues for state and municipal needs, regulated by Federal Law No. 44-FZ dd. 05.04.2013 “On Contracting Procurement of Goods, Works, and Services for State and Municipal Needs”. Except the stated law, the book contains a number of the most important regulations thereunder.

All materials are based on the provisions of the Federal law dated 05.04.2013 № 44-FZ «On the contract system in state and municipal procurement of goods, works and services» and the regulatory framework acting from the beginning of 2014.
