VIII All-Russian practical conference-seminar “State and Municipal Procurement - 2013”

(October 31 – November 1, 2013, Moscow)


Regular conference of Public Procurement Institute “State and Municipal Procurement - 2013” was successfully held from October 31 through November 1, 2013 in Moscow.  This year the conference was consecrated to the problem of the shaping of contract system in the sphere of procurement of goods, works and services for state and municipal needs in accordance with Federal law No. 44-FZ dated April 05, 2013.

 280 participants took part in the conference as did 45 speakers having presented 51 reports. Video broadcast was held in 12 cities of Russia, including Arkhangelsk, Vladivostok, Izhevsk, Irkutsk, Kurgan, Samara, Saint-Petersburg, Syzran and Tomsk.

 Discussion of transition procedure of state and municipal customers as well as budget institutions to the new law regulating procurement of goods, works and services was the key issue of the conference.

A majority of reports and debates were consecrated to possible options of contract system administration at the level of regions of the Russian federation as well as municipalities.  

A special session was conducted as well where questions received from the regions were discussed in the form of a meeting of the director of Department of development of the federal contract system of Economic development Ministry of  Russia K.I. Stepanov with the heads of executive bodies of the regions of the Russian Federation authorized for order placement.

 Materials of the conference were included into a collection of reports distributed via publisher (Publishing house “Jurisprudence”) and via book stores of the country. This collection will be helpful for all practicing specialists in state and municipal procurement sphere as well as scholars, lecturers and post-graduates interested in the subject matter of the conference.
