XI All-Russian practical conference-seminar “State and Municipal Procurement - 2016”

(Moscow, November 10 – 11, 2016)

On November 10 – 11, 2016 Public Procurement Institute (www.roszakupki.ru) organized XI All-russian practical conference-seminar «State and municipal procurement - 2016» in Moscow. 

Conference embraced not only practical issues of implementation of Law No. 44-FZ, but also alteration of procurement regime for unitary enterprises, relevant problems of state defense and medical procurement, as well as innovational procurement instruments – special investment contracts, project on public-private partnership. 

More than 280 participants attended the sessions of the conference representing state and municipal bodies, state and budget institutions, unitary enterprises, procurement participants under the Federal law No. 44-FZ as well as specialized, expert and scientific organizations in the sphere of public procurement. This was not the first year when geography of participants extended from Vladivostok to Kaliningrad. Moreover, video streaming of the conference was received in twelve cities of Russia: Samara, Barnaul, Kursk, Khabarovsk, Chelyabinsk, Ulyanovsk, Krasnoyarsk, Vladivostok, Gubinskiy (Yamalo-Nenets Autonomous Okrug), Irkutsk, Moscow as well as Krasnodar. 

The conference was opened with welcoming speeches of secretary of the state – deputy head of the Federal Antimonopoly Service A.Y. Tsarikovsky, deputy head of the Federal Treasury S.E. Prokofiev and General director of LLC “RTS-tender” V.V. Stepanov. A.Y. Lobov, head of Department for control over public procurement of the Federal Antimonopoly Service, reported on the practice of the Federal Antimonopoly Service and on the new initiatives of the antimonopoly service. A.A. Maltsev, head of the Department for control over contractual relations, represented Federal Treasury.

The conference hosted presentations of the experts on state defense procurement of the Federal Antimonopoly Service, representatives of electronic trading platform of LLC “RTS-tender”, OTS, Sberbank-AST, as well as reporters from Public Procurement Institute, Accounting Chamber of Tula region, Centre of effective procurement Tendery.ru as well as the and other specialists in the sphere of public procurement. A.A. Khramkin, Director of the Public Procurement Institute, moderated sessions of the conference. 

The conference ended with a “round table” in the framework of which experts of the Public Procurement Institute were answering questions of the participants.
