XII All-Russian practical conference-seminar “State and Municipal Procurement - 2017”

(Moscow, November 9 – 10, 2017)

On November 9-10, 2017, the Government Procurement Institute hosted the XII All-Russian Practical Conference-Seminar “Government and Municipal procurement – 2017”. The conference addressed issues of procurement planning, import substitution, function of a united information system, application of measures of responsibility for violations during procurement, both from suppliers and customers. 

More than 300 representatives of government and municipal authorities, government and budgetary institutions, unitary enterprises, participants in procurement (suppliers) under Federal Law No. 44-FZ, as well as specialized, expert and scientific organizations in the procurement sphere attended the conference hall in Moscow. 11 teleconferences were organized to Kaliningrad, St. Petersburg, Samara, Barnaul (two points of reception), Tomsk, Chelyabinsk, Ulyanovsk, Izhevsk, Irkutsk and Vladivostok. 

At the opening of the conference capacious and informative reports have been represented by Deputy headache of the Federal Antimonopoly Service, Rachik Ashotovich Petrosyan, and Deputy headache of the Federal Treasury, Anna Teimurazovana Katamadze, the General Director of “RTS-Tender” LLC Vladimir Nikolaevich Lishenkov addressed the participants of the Conference with a welcoming speech. 

Nabatova Ekaterina Dmitrievna (Deputy Head of the Department for Control over the State Order of the FAS Russia), Olga A. Roslova (Head of the Control Department of the Federal Contract System of the St. Petersburg OFAS Russia), Dmitry Vyacheslavovich Ryzhov (Chief State Inspector of the Purchase Control Department of the Nizhny Novgorod OFAS Russia) told about the practice of FAS Russia. In total, during the conference, more than 25 reports on various aspects of the procurement policy were heard. 

The moderators of the Conference were Andrei Khramkin (Director of the Public Procurement Institute), Podshivalov Yuri Igorevich (Deputy Chairman of the Chelyabinsk Region Control and Accounts Chamber), Kirill Vladimirovich Kuznetsov (General Director of the Center for Effective Procurement Tenderery.ru). 

At the end of each day of the conference, round tables were held, during which questions were answered by experts of the Institute of Public Procurement. The photo report on the conference can be viewed here >>
